
Bro. Samuel Jolley’s tenure as Georgia State Representative from 1982 to 1985 marked a transformative period in the history of Omega Psi Phi Fraternity, Inc. in the state of Georgia. A visionary leader and devoted Omega man, Bro. Jolley worked tirelessly to strengthen the state’s organizational structure and expand the Fraternity’s reach and impact.
During his administration, Bro. Jolley led a comprehensive revision of the Georgia State Bylaws, laying the foundation for more effective governance and accountability. He made history by appointing the first State Director of Public Relations, who published Georgia’s first official State Newsletter, an important milestone in improving communication and fraternity transparency.
Recognizing the importance of uplifting young talent, Bro. Jolley also appointed the first State Director of Talent Hunt and held the inaugural Georgia State Talent Hunt in Macon in 1985, creating a legacy that continues to inspire youth across the state.
His commitment to expansion and community engagement was further evidenced by the chartering of two graduate chapters, Alpha Gamma Gamma in Valdosta and Beta Gamma Gamma in Fort Stewart, as well as the undergraduate chapter Omega Mu at Georgia College, now Georgia College and State University.
Bro. Jolley was deeply committed to strengthening chapter relations across the state. He visited every chapter during his administration and implemented a strategic approach by delegating more responsibilities to Regional Representatives, promoting leadership development and operational efficiency.
Beyond his contributions to Omega Psi Phi, Bro. Jolley demonstrated exceptional leadership in higher education. As President of Morris Brown College from 1993 to 1997, he played a pivotal role in revitalizing the institution. Under his guidance, the college’s financial standing dramatically improved, eliminating debt and producing a $2 million surplus in 1996. Enrollment soared to record highs, reflecting his ability to lead with purpose and vision.
Bro. Jolley’s legacy is one of service, leadership, and impact, both within Omega Psi Phi Fraternity and in the broader community. His contributions continue to shape the state organization and serve as an enduring example of Omega excellence.
